Answer is B

From the question we know that x + Y is 10

Consider statement 1 - y > 4

Plug in y = 5 so x = 10 - 5 = 5 here x=y
Now plug in y = 6 x = 10 - 6 = 4 here x<y

so statement 1 is insufficient

Consider statement 2

C<40 => c < 3x + 5y

=> 40 < 3x +5y

Plugin a value x= 5 so y = 5 and c is 3*5 + 5*5 = 40 - so if x = y c = 40 and does not satisfy the condition that c <40

now plugin x=5.1 so y = 4.9 and end up with c = 39.8 . You can clearly notice that when x is > 5 the value of c statys under 40 if x is less than or equal to 5 it exceeds or equals 40.

So X has to be greater than Y. Statement 2 alone is good enough.
