Both statements in DS question yield essentially same info

For a DS Question, is the answer always 'E' when with given info in the prompt and either of the statements, you arrive at another statement (that is the problem is unsolvable and correct option is always 'E')?

Just trying to save those couple of seconds if at all I encounter a problem similar to this one..
