I know how infuriating CR can be, as you have need both to be really precise at some moments, and to accept a certain level of imprecision. I would encourage you to work on your common sense approach - be wary of getting over-imaginative with your solutions, and familiarize yourself with the style of CR passages and the kind of trap answers they give you.

I think the correct answer should say
At least 15 percent of the office employees "who typically work 8 hours at the office each day" do not define productivity exclusively in terms of the number of hours worked.

The problem does do that. The answer refers to 15% of "the office employees", indicating that it's referring not to all office employees, but the subgroup (those who typically work 8 hours per day) mentioned in the text.
