comma+ ing modifier before clause

I have a question regarding comma+ ing modifier that
can a 'comma+ing' modifier modify a clause after it (Not an opening modifier)?
Example: 'Until recently,
leading a peaceful life
,
the villagers created a positive environment in the valley
'
Does the
comma+ ing modifier
modify the
clause
?
Please give examples for such usage.

Certainly they can. Actually, many opening modifiers are of the type "VERB-ing...". There's a famous SC problem from an older edition of the Official Guide starting with 'Defense attorneys have occasionally' that hinges on this issue.
