Why C is irrelevant? If in an organzation, someone is critical, management listens to its demands? If the orcehstra group is bringing high revenue to the company then it is reasonable to listen to their demands but if it is too less percentage then organization can cancel their demands. Sometimes to retain critical resources, company is willing to do extra also.
