DS - Ratio between flour and sugar

Can someone please explain Statement 2 is not sufficient?

What is the ratio of the number of cups of flour to the number of cups of sugar required in a recipe?
1) # of cups of flour is 250% greater than # of cups of sugar
2) 1.5 more cups of flour than sugar are required

test numbers:

if flour is 2, sugar is .5 and ratio is 4:1..

if flour is 3, sugar is 1.5 and ratio is 2:1..
