Error in Inequalities strategy guide

Question is: Given that 0<= x <=3, and y<8, which of the following could NOT be the value of xy?

A) 0
B) 8
C) 12
D) 16
E) 24

The answer the book gives is 24. I understand that...but how would one get 16 with this example?

x = 3
y = 16/3 = ~5.33

Remember that the question does not state that x and y are integers.
