Foundations of Math Page 366 Problem 55

In the solution section of Foundations of Math, Chapter 8, page 366, problem 55, how did the problem start out as 3|(5x/3) - 7| < 2x/3 +18 and get restated as |(5x/3 )- 7| <2x/9 + 6x? I understand everything in the restatement except the 6x. where did the x come from in 6x? It appears in step two and then disappears again.
