if you're talking about the Question Banks -- yeah, honestly, some of the problems in there are WAY more involved than anything that would ever conceivably appear on this exam.
in fact, that's a big part of why a lot of the QB problems are in the QB's... they're too hard to be put into a credible CAT exam, but, we didn't want to just dump them entirely. so, if you are struggling with the QB's, you probably have a lot less to worry about than you think you do.

if you're talking about the problems on the CAT exams, then, i think there tends to be a trend in which the highest-ranked problems are LONGER... but not really "harder".
the oldest problems, especially, are often based on official concepts but have one or two MORE steps than the most challenging official problems.
admittedly, that's not the greatest precedent -- but, as you pointed out, it's not entirely a bad thing either (since it serves as especially rigorous preparation for the time management required on the test).
our more recent problems don't tend to suffer from this affliction, so, it's becoming less of a thing as time goes on and the test database is updated with new material.
