'after when' is not acceptable. 'after' is already a time marker, so following it immediately with 'when' creates undesirable redundancy.

you should check choice (c), which you've clearly transcribed incorrectly (no official problem would contain two instances of 'harry truman' that close together).

I saw the same question and right version has "C" without by Harry Truman at the end

Thanks for that clarification, Guest. That certainly cleans up C and makes it clearly the best choice.
