HELP (WHICH MODIFIER)

Hello, I need help,

I remember one explanation from Ron saying:

"Which" modifier can modify: the noun that immediately precedes the comma or "the noun + prep phrase" that immediatelly preceedes the comma.

So:

Emily´s Dickinson´s letters to Susan, which were written...

This sentence is correct because the "which" refers to "letters to Susan"

There is another sentence from SC manhattan book:

Regina returned the dress to the store, which was torn at one of the seams.

my question is, why we can not say the "which" refers to the "dress" here as it is "noun + prep phrase" (dress to the store)
