I understand comma+_ing as a modifier of agent of nearest action, which is "one percent of homes" in this question. Does it make any sense? or why it is wrong?
remember that choice D is an incorrect answer. once that you know something is incorrect, there's really no point in dissecting it with painstaking precision.
in general, it's going to be nonsense to follow There is/are xxxx with a "comma + __ing" modifier, because the ACTION in that sentence is the mere existence of "xxxx". (There is/are/was/were xxxx is basically the same as "xxxx exists/existed".) there's no reasonable way for an __ing modifier to sensibly modify this "action".
