Is zero considered a digit?

On the gmat?

Here's a question where this might matter-

What is the sum of all the two-digit positive integers whose two digits are odd?

let say you you want to consider 1 as 01, how will it effect your answer? we need to find sum of all two digit numbers with both the digits odd. how can zero make a difference?

I think the OP is concerned about numbers like 10, 30, 50 etc. By definition, zero is an even number so you don't need to consider the two digit numbers having a zero at the unit's place.

Yes. A two-digit number will not start with a zero, even though zero is a digit (how's that for confusing?). :-)
