Hi, i made the same choice as OA, but after seeing your explaination, i got a little confused. i will post my thought as below, please point out my flaw. thanks advance

B: B. Some firms in Kirlandia have paid workers considerably less than KD5.00 per hour, in violation of kirlandic employment regulations.

my thought: because there exist some firms which paid CONSIDERABLY less than previous hourly wage, they have to raise a lot to follow the new regulation, in turn making the impact on wages not negligible.

the red part here is problematic.

we're talking about firms that are already violating the law, by paying wages below the current minimum. why would you think that these firms would suddenly start obeying the new law?

since these firms are already violating the law, the most reasonable possibility is that they'll simply keep violating the law (and so will have essentially no effect).
