Modifier // Full sentence

Hi Team,

I have come across a full sentence/Independent clause which is working as a modifier OG SC Q63. I have constructed similar sentence on the basis of that:

.... on the number of universities (students will be allowed to apply)....

Which type of modifier is this? Could you please elaborate because the type of modifiers I have studied in Manhattan SC, it doesnt seem to be fit in any one of those.

I don't know names of grammar things, so I can't tell you what it's called. But, the construction in the problem works like this:
Here are some things you can do.
--> "things" is the object of "do". You do the things.

Your analogy isn't an analogy, because students can't "apply universities" -- they have to apply to universities. So yours would have to be written as universities to which students will be allowed to apply.
