the reason why C is wrong is because C is stating that Most were unaware that the "tax" was going to increase. And the after-tax price could stay the same. then the awareness of the tax before the tax increase would not matter at all. Cause people would not see any difference on the final price they pay, thus C does not strengthen the argument.

i'm pretty sure you're trying to ask us something here.
