When you scored 700 and 710 on GMATPrep, did you take the full tests (essay and IR included)? What did you do on the second GMATPrep, which has the same IR section as the first one - did you do a different set of IR questions?
I'm trying to figure out whether those scores may have been artificially inflated because you gave yourself a mental advantage - either skipping sections or doing a section with questions that you'd seen before. Then, you wouldn't have been as tired during Q and V, which can lead to an artificially inflated score.
You scored 47 Q and 34 V, which are both 70th percentile. Because you're about equal in both already, there isn't an obvious answer as to whether you should focus on Q or V.
Do you find it easier to study / learn one of those sections? Do those scores approximately match what you were scoring on your practice tests? Or did you score better / worse on Q or V in practice?
What timing issues do you have? (Everybody has timing issues - the question is just what issues you have!)

Finally, I'll just address one thing: unless you have a hard deadline, don't decide now when you're going to retake the test. You can't force this - it's going to take the time that it takes. Better to make sure that your practice scores and skills are solidly where you want them before you go back in again.
