Dear @RON can you help me to explain this question:

I found that in this question:

The OA is C and i see that the OA using this structure " with xxx and with xxxx" to maintain parallelism

However, i don't understand that in this question :

OA is D. Why the GMAC don't use WITH the cost of wireless service plummeting in the last year and WITH mobile phones becoming increasingly common ???
I eliminate the question D because i think that it does not parallelism

both are correct. you will never have to decide between them.
same deal for 'with X and Y' vs. 'with X and with Y'.

the only exception occurs if 'X' and 'Y' act in tandem—in other words, together—and they do NOT have the same effect separately.

e.g., let's say that, if you heat substance X AND shake it, it can explode (but you have to do both things; if you just heat it, or if you just shake it, it will NOT explode)

then...

*With heating and with agitation, substance X can explode.
--> incorrect; implies that these act individually

With heating and agitation, substance X can explode.
--> correct.

see also #71 in OG 13th/2015, in which the same issue arises (with 'of', not 'with').
in that problem the word 'combination' is explicitly there, so the incorrectness of using two 'of's is much easier to detect.

i like the sentence better with 'becoming', but i wouldn't go so far as to say the sentence is wrong without it.

...but that choice starts with a transition that makes no sense ("While...").
that's hard to miss, since it's the first thing there. so, there's no need to contend with this other (non-)issue.
