technically, yes; zero is divisible by
all integers (except, ironically, by zero itself), and is thus considered a multiple of all integers (except 0).
the reason, as you suspect, is that zero is exactly 0 times
N for whatever integer
N, with no remainder.
HOWEVER
unless you plan to take a number theory course in the future, you probably shouldn't trouble yourself too much with this issue; to date, all gmat problems dealing with divisibility, remainders, multiples, and so on have dealt with
positive integers only.
the only time you may have to call upon this information on the gmat is if you use a 'plug-in-numbers' method and happen to choose nasty integers that lead you to contemplate this issue.
