Combined Rate Problem:

57+63= 120 floors/minute. Divided by 60 seconds, equals 2 floors/second

Calculate difference in floors: 51-11= 40 floors

40 floors/2 floors per second= 20 seconds when they will meet. Now solve for the floor each will be on in 20 seconds.

Steve: 11 + 57(20/60)= 11+19, or 30
Joyce: 51 - 63(20/60)= 51-21, or 30

Answer: C
