Rather Than

I was checking the usage of rather than online, where i encountered the following.
His plan was to attack rather than to defend.
However, I think the second"to" is unnecessary and parallel structure still holds if we remove to.

Am i right,?
Can you shed some more light on parallelism with rather than,where two nouns and two verbs are being compared.
