the OA is E
C is wrong because 'it allows that...' is undiomatic??

In answer to your question, though.... "Allows that" does not mean "permits." It means "concedes that." I'd call that diction rather than idiom, but close enough.

By the way, if "allows that" did mean "permits," you'd have to change the "is transferred" to "to be transferred," so C would be wrong still.
