In American English (which the GMAT always uses), 'management' is always a singular noun.

More broadly, that's exactly the idea behind what we should do with collective nouns - consider them singular! You have created a false dichotomy between singular noun and collective noun, because all collective nouns are singular nouns on the GMAT.
