Should I reinstate my cancelled score of 650?

Hi everyone,

I recently wrote the gmat and scored a mere 650 ! I cancelled it instantly but on exploring a little more , I think I should reinstate it and can apply to few B schools?
I have quite a great profile with rich international experience ; the only limiting factor is this score plus a weak IR score of 3.

Do you think I still stand a chance for consideration in the 20-50 ranked schools like Rotman?
