Average= no of tickets/drivers. .
So if in country X percentage of drivers is less, the no might still be large as
small percentage doesnt mean small number.
Also, I don't understand what 2 says when it says proportion of drivers is less. . does it mean that ratio of drivers to non drivers is less in country X?
