Don't think about it that way -- much too hard.
Remember, the problems are multiple-choice! Just take the one that puts the constructions as close together as possible, without distorting the meaning.
E.g., look at the choices in this problem -- "children" and "to choose" are separated by the same distance in all of them, so this is a non-issue. That's how it will be in general, too.
The basic principle is that modifiers describing the noun should be next to the noun (or as close as possible). What you're seeing here is not much different from seeing modifiers intervening between a subject and verb.
