Superintendent Jackson

Superintendent Jackson’s administration is beginning to reform the school system, hiring new administrators, an increase in security, and overhauling the curriculum.

This sentence is from the SC flashcards. Explanation says that there is only one error, but I think there should be 2:
-There should be a conjunction between the independent clause and the clause containing all that Jackson is doing.
-There is a parallelism error in the dependent clause

Please help with where I am wrong
