The CEO MGMAT 6th Edition SC page 122

“The CEO declared that everyone had to work every day through the holidays to make the production deadline, but in calling for such an extreme measure, the company's employees were upset to the point of mutiny.”

AS in the book it clearly mentions that Averbial Modf can't modify Nouns why is the book referring this example in the Adverbial modifier question ?Secondly the -ing modifier is --> in calling for such an extreme measure refers to The CEO then how could it be termed as an Adverbial modifier? I seem to be confused by the wording in the book.



Pls Help.
