Even though I got this question Correct (Option D), I would like to present my approach for your review.
Intended Meaning : City proposed some XYZ plans => These Plans will raise cost of water Bills => Since the expected bills will be high, the environmentalists are starting to raise alarms.
I identified the difference in meaning between bla bla bla high enough so that bla bla
and bla bla so high that bla bla
The first one means that the costs were raised intentionally, up to a threshold value, so that the environmentalists start to raise alarm. However, the second bold statement means that the new water treatment would raise costs unintentionally high, resulting in alarms from environmentalists.
So left with B and D.
In B , it seems the cost is proposed. But the meaning says the cost is predicted to be high in case the proposal is implemented. So B is out. Therefore D.
I hope Ron, you could point out the flaw in my approach and thinking, in the above explanation
