do you understand these?
if so, then...
...it should be quite clear that the VERB 'ordered' can only have humans (or human organizations) as its subject,
...you can just transfer the same understanding onto 'intended'.


So it depends on who has the purpose of doing .
If the subject is the one that/who wants to do the thing, then we can use" intend to"
Eg:
The chimpanzee intends to steal bananas from the market nearby.
The Hamilton public school intends to enroll more students this fall.

this isn't some special grammar or idiom thing, by the way; this is just the definition of the word 'intend'.

Among other errors discussed, Isn't C also run on (that too with sub verb disagreement)?

you can't analyze the sentence that way unless you are COMPLETELY ignoring its intended meaning.
