I would agree with your choice (One). Reasoning: the -33 rating would not be possible without at least one rating of -2. Even if each respondent indicated -1, this would only total -30. The trick is to consider the -26 as well. Could this be achieved without a -2? Yes. You'd have to have a breakdown like this:
twenty-six "-1" ratings, followed by either:
four "0" ratings
or two "-1" and two "+1" ratings
