I believe that whenever a sentence starts with a prepositional phrase, the subject of that sentence is followed by the main verb.
I remember that there is a question (Among blah blah...don't remember the full sentence) in GMATPrep showing the same pattern.

We regret that we no longer maintain public discussions of problems from the Official Guide books.
