Dosent 'historical advantage' mean that the advantage has always been there historically. So Isn't B, although an extrme choice, perfectly right as per the passage ????

"historical" doesn't imply that something has always been the case, without exception. it generally implies one of two things:
(a) a general trend throughout history, though by no means a trend without any exceptions (!);
(b) something with a particular significance in history (though "historic" is more commonly used for this sort of thing).
