Why past perfect tense

by yaswanthr Thu Jan 02, 2014 5:46 pm

This is from the chapter # 7 of the sentence correction guide :

By the end of the Apollo program , twelve Americans have walked on the moon.

the guide states that have walked must be replaced with HAD WALKED.

My question : why can't we use simple past tense ?
By the end of the Apollo program , twelve Americans walked on the moon.
Here the phrase by the end of the program already clarifies the sequence of events, so why do we need to emphasize it again by using "HAD" ?

Hi,

* Please read the forum rules (first post in every folder).

* Please post the thread in the correct folder. This folder is for CAT problems only; other MGMAT sources belong in the MGMAT non-CAT folder.

* Please title your threads properly. Per the forum rules, the thread title should correspond to the first few words of the passage and/or problem, and/or to the title of the problem (as given in your CAT summary).
We can't continue to respond to threads that are titled incorrectly, as such threads are largely useless to later readers searching the forum.

Thanks.
