I understand why C is correct, but can you please answer my query here? in sentence D I think use of "are looking to use its" Its is singular hence incorrect, am I correct in my understanding? and also is there anything wrong with "waterfront as a way of improving" ?

well, strictly speaking, a waterfront is not a way of doing something; it's a physical frontage that is just sitting there next to the water. So, literally, that statement is nonsense.
More importantly, if you compare that choice against choice (C), you should notice that (C) is more concise and better worded.
(That's the way you should make all decisions about "wordiness""”they should be relative decisions, not absolute decisions.)

"...but one" is essentially identical to "...only one". it's somewhat more literary/formal.

Sal went to Paris for a week with only 20 euros for food.
Sal went to Paris for a week with but 20 euros for food.

Hi, I got this question correct, but I just wanted to confirm if my approach is correct or not.

In choice C, "that" is placed between the noun and verb, if "that" is placed in such case, singular or plural verb should follow the noun before "that"?

you can't write a 'formula'. as always, you have to understand what the sentence is supposed to say.

there's only one possible meaning here:
• there are many communities looking to use their waterfronts to do xxxxxxx.
• trenton is one of them.

that's enough to resolve the issue.
