I did these questions timed . However, I was pretty confident with my answer in this particular question.

First of all, I understood the question stem as ID THE CONCLUSION type of question. Please tell me if this is right.

From there the conclusion to me is the authors opinion " the new tax bill should be voted down"
The rest is premise.
The only possible thing here is that this question was not a ID the conclusion.
