I didn't think so. If you tried frames, how did you set them up?
I normally do frames if there is a chunk or a crucial either/or (one that triggers other inferences). This game didn't have any chunks. The only either/or is that either T or R has to be in spot 1, but framing those two options wouldn't determine anything else.
We could frame the various possibilities for the 3 G's and 2 H's, but do we get any inferences from those?

In the third frame, we would know that S was in spot 4 and O was in spot 5. But nothing else seems to come easily from those.
Since we just have two relative ordering rules, it doesn't seem like a game to frame.
Let me know if you had other ideas ...
