it sounds like the first rule eliminates S from interviewing last. R can also not interview first or last, meaning T must interview the last candidate. Since R can also not interview first or second, because R cannot interview candidate I, who is going second, it would seem R should be required to interview 3rd and 5th, meaning S must interview 4th. but this must be wrong, because the second question asks about T interviewing third, which is impossible based on my conclusion. what am I missing here?

Where does it say that each candidate is only interviewed once? It says they "must be interviewed by one of three managers", but it doesn't say that the same manager can't interview someone twice and it also doesn't say that they can't be interviewed by more than one manager.
