Had a bit of hard time getting into the "zone", since this is the very first section :(
But it was interesting to read in contents-wise, because I thought it was pretty strong argument for risk communicators to say that lay people freak out about something that rarely happen while being careless on the real dangerous situations though mundane.

Here is the Passage Analysis:

P1:
People in risk communication highlights lay people’s unawareness on this matter, and this exactly has been pointed out as brainwashing quality from them.

P2:
- In order to guide lay people to make informed decision, it is important to understand how they perceive the risk
- They have fairly accurate estimate of risk
*inappropriate study bases claimed
- Given right resource and time, lay people are capable of understanding what they should be informed.
*electromagnetic fields

P3:
Risk communicators should know that new information is processed upon existing belief and be able to find a proper way to deliver the message
*radon example.

Overall:
Risk communicators should be aware of how to properly approach lay people in assisting them on making proper decision, not assuming their insufficient decision-making ability
