I was between (C) and (D).

What is exactly wrong with (D)?

In answer choice (D) it gives us, "vs",phases to stand for per capita GNP and human indicators... and doing so is a hugh distortion of both terms because it wrongly casts the whole passage as a balanced debate, which authoer does not do in the passage. He takes one side and favors it..

Unlike (D) compare to (C), the title shows us passage's topic, scope and purpose. And also word "Preferability" alludes to the author's persuasive purpose...

Sorry for reviving an old post, but I halfheartedly chose (C) after much internal debate - it was a hard-fought question.

What threw me off was the 'versus' sign (and I still don't understand how it implicates that the two elements before and after the sign are given equal weight or preference. Doesn't this carry a slightly different connotation - that the two are either in opposition or something of similar sort?)

What helped me to eventually get rid of answer choice (D) was the word 'distribution of wealth' - because economic benefits are not perfectly equivalent to the wealth. Economic benefits such as health care, literacy, nutrition are a flow element, whereas wealth is a stock concept. Was I mistaken?
