This is a classic orientation question, which means our plan of attack is to use each rule to knock out rule violators.

Rule Violators
The first rule, that no airline can be chosen consecutively, eliminates (A).
The second rule, that stops 1 and 6 are the same, eliminates (E).
The third rule, that stops 2 and 4 are the same, eliminates (B).
The fourth rule, the neither L nor M is followed by N, eliminates (C).

That leaves only (D) as a non-violator!
