So this is an RC inference question, meaning they're asking you for something that is almost CERTAINLY true from the passage. When doing questions like this, you should always be VERY nervous about picking any answer with extreme language in it, as you did here. Let's look at the answers:
(A) The connection is never made between proverbs about table manners and proverbs about ethnic tradition. In fact, proverbs about table manners would fall under the "didactic" proverbs, not the "ethnic heritage" proverbs.
(B) "Any community"? We only learned about Mexican Americans. Do we know about New Zealand Maori tribes, Eskimos, players of Dungeons and Dragons? No, we only know about one community!
(C) Again, we never talk about how proverbs are used in Spain or South America, only Mexican Americans.
(D) The passage says in Line 4-6: "The term 'proberb' refers to a self-contained saying that can be understood independent of a specific verbal context..." It goes on to say, in line 13-15: "Each use of a proverb is an individual act whose meaning varies depending on the individual speaker and the particular social context in which the use occurs." Taken together, these two sentences more or less repeat what is written in answer choice (D), which is correct.
(E) The comparison is never drawn with the US.
