Why is the answer

E) There is a better way to use the budget surplus than increasing government payments to those who are unemployed.

and not,

A) Using the budget surplus to increase government payments to those who are unemployed is putting the money to good use. ?


Jessica and Marcie disagree about how to spend the budget surplus or how to put the money a good use. It seems that both answers are correct. What am I missing?

Note that Marcie doesn't actually say that using the money to pay unemployed people is BAD use. She just thinks there's a BETTER use. It's like if you said, "Let's go to the beach," and I said, "I have a better idea. Let's go tot he mountains." I'm not telling you I think going to the beach is a horrible idea. I just think I have a better one. That's why (A) is wrong and (E) is correct.

As for the others:

(B) the public DESERVES? Neither of them speak to this.
(C) This is too broad. They're not talking about what should usually happen. They're just talking about this particular surplus.
(D) is also not mentioned by either of them"”"benefit the public"
