First, write down S - P near Q15 and then try to attach the rules you already know to that.
We knew that P is before Q and R because P is int'l and Q and R are domestic.
And we knew that R is before Q, because Getaway domestics (like R) come before Flyhigh's domestic (which is Q).
So we had P - R - Q from our setup. Now, on Q15, we have

We know that S must be international, because P is international and you can't put a domestic before an international. So we have
