(D) can be infered because the author says there is confusion in the 1st and 2nd paragraph? Or in the 3rd paragraph the author says only the elite consulted documents and books?
I thought answers for infer questions are not written directly so thought the 3rd paragraph one may not be the part to refer but not sure...

Hey Tz,

This question looks specific, but it's actually more general. The main idea of this whole passage is that just because people are capable of reading (literate) doesn't mean they can actually access the important documents necessary to actually participate in democracy.

Thus answer choice (D) is supported by the whole passage. If people have a rudimentary (i.e. very basic) understanding of how to read, it's unlikely their culture has yet to democratize reading material, so the people can't actually access important documents yet.
