I think (C) is pretty attractive. After reading the whole text I do have a feeling of the unstoppable development of technology.
But the scope mentioned in (C) is too specific and is never supported in our passage. The whole "widespread of technology" was discussed in paragraph 2, which the author did say "greatly extended the power of distant communication" (line 48).
However, it is paragraph 3 that began to talk about "this kind of diffusion across society", suggesting the scope of how widespread technology was. While it's not clear if the author think technology actually spread beyond national boundaries, the fact that he merely claims "across society"(instead of "across societies", l.49-50, 59-60) seems like if anything, he was limiting the scope within a society(or a country). So (C) is not the most inferrable.
