Q22

The diagram really helped- this game, for the most part, wasn't that hard if you got the set-up right (which, I unfortunately didn't.)

However, 22 is giving me major problems, because each time I work it out, I end up with both A and D as possible answers.

Why can't zone 2 and zone 3 both have one industrial and two retail combinations, bringing them to exactly three subzones?

no more than 3 subzones can be designated for each type, so there can only be a maximum of 3R. Thus we eliminate (D).

I'm kind of shocked I got the rest of answers right without noticing that rule. Thanks for the explanation- the directions for this game were definitely confusing for me.
