Answer choice (C) can be directly inferred from lines 47-52. The author states that the risks outweighed the objectively measurable value of the lost assets.

(A) has the author opposed to the accuracy of the researchers, which is not supported by the text. In fact the author consistently relies on the researchers in drawing support for his/her claims.
(B) has the same issue as answer choice (A).
(D) is unsupported by the passage. The author doesn't state the strategies concerning risks of loss in international crises are incomprehensible, just noteworthy in the unexpected nature of the strategies.
(E) is out of scope. The passage does not discuss cases involving unavoidable losses, but rather alternatives that would entail a sure loss if that alternative was chosen - slightly different.
