I understand that (A) is correct, but could you explain to me why (E) is wrong? Is it because the author does not actually discuss the impact of Title VII on discrimination in length?

At that point in the passage, the author isn't discussing the impact of federal intervention on discrimination there, but the impact of changing attitudes on federal intervention. And yes to your point as well, it's not introducing a discussion about the impact of federal intervention, but briefly mentioning it as something that shouldn't undermine his/her argument overall.

Hello... Need a little help deciding between (A) and (B). Could someone explain why (B) is wrong?

The new factor introduced was "changing attitudes about employment discrimination" which sparked "... the rapid acceleration in black economic progress."

So the new factor may have influenced black economic progress, making (B) correct... But it's not. :/
