Can someone please explain how the final paragraph qualifies the second paragraph? I'm not sure how C is the correct answer. Maybe I am just not understand that meaning of qualifies here or how the final paragraph is a qualification paragraph.

The way it's used here, "qualifies" means to put limits on. And more precisely, put limits on the method outlined in the second paragraph. The other meaning of the word "qualifies" is to meet certain standards. That's the more common usage of the word and so I can see how one would might not have been exposed previously to the meaning used here.

The final paragraph puts limits on the method outlined in the second paragraph. Answer choice (C) describes this relationship.

Incorrect Answers
(A) contradicts the passage. The final paragraph limits the second paragraph, it doesn't support it.
(B) is too strong. The limits of the fourth paragraph aren't problems to be solved.
(D) contradicts the passage. The author supports the view.
(E) contradicts the passage. The final paragraph does not contain procedures.
